Billplz is a Malaysian online payment gateway run by Billplz Sdn Bhd, a company incorporated in 2012 and based in Selangor. It is built around FPX online banking, which it prices at a flat fee per payment rather than a percentage, and it also takes Visa and Mastercard, DuitNow QR, e-wallets and Atome instalments once each has been separately activated. There are two published plans, as of October 2026. Basic costs nothing a year and charges MYR 1.25 per consumer FPX payment and 1.8% per local card payment. Standard costs MYR 999 a year and cuts those to MYR 0.75 and 1.5%. Billplz's help centre says 8% SST is added to the plan fee and to transaction fees. FPX money is paid out the next business day and card money two business days after collection, although the interbank transfer can take another one to two business days to reach your account. Merchants sign Billplz's own user agreement. FPX payments run through Billplz's shared FPX seller ID, and Billplz says Visa has authorised it as a payment facilitator; its help centre says that from 29 August 2026 it processes Visa and Mastercard directly rather than through third-party processors. Only Malaysian businesses and organisations registered with the Companies Commission or the Registrar of Societies, with a bank account in the organisation's name, can sign up. Billplz says more than 60,000 organisations have used it. Independent reviews are scarce, and we found no lawsuits or regulatory action naming it.

Registered Malaysian companies, societies, schools, zakat bodies and government agencies that collect mostly by FPX online banking, want flat per-payment pricing and next-business-day payouts, and may need to send bulk payouts or refunds by API.
The take
B-Billplz is a sensible, low-cost way for a registered Malaysian business, school, charity or public body to collect money online, especially by FPX. A flat MYR 1.25 per consumer bank payment, or MYR 0.75 on the Standard plan, is cheap on anything but small tickets, the full rate card is published, and the Basic plan has no subscription or contract. We hold the grade at B- for four reasons. It is online-only and Malaysia-only. Only FPX works from sign-up: cards and e-wallets need a separate, document-heavy business verification that Billplz may decline, and card collections are capped by a daily limit. The user agreement gives Billplz wide discretion to suspend accounts and withhold payouts, keeps fees and credit non-refundable, and caps its liability very low. And there is very little independent evidence of how it treats merchants.
Need in-person card payments or terminals, sell outside Malaysia, are an individual without an SSM or society registration, need card payments from the day you sign up, or work in a vertical Billplz prohibits, such as gambling, crypto or lending.
The headline take, the audiences it's right (and wrong) for, and the genuine differentiators behind the verdict.

FPX is priced at a flat ringgit amount per payment, not a percentage, so the fee on a MYR 2,000 school fee is the same as on a MYR 20 order. FPX fees come out of a prepaid credit balance rather than the payment, so the full collected amount is paid out. Billplz pairs collection with Payment Order, an API for sending real-time DuitNow transfers to many bank accounts, which it also uses for refunds.
Real-world cost at three volumes, plus the rates, fees, payouts, and contract terms that drive them.
Estimated annual cost at three realistic processing volumes, using Billplz’s published online rate plus monthly fees. Real costs vary with average transaction size, chargeback rate, and any negotiated terms.
Billplz is a Malaysian online payment gateway. The company behind it, Billplz Sdn Bhd, has a registration number beginning 2012, matching the company's own statement that it has been running since 2012 and a 2021 Vulcan Post interview in which chief executive Nazroof Hakim said it was incorporated that year. Hakim and Arzumy were named in that interview as the founders. Billplz says it has a team of around 30 in Selangor. It says more than 60,000 Malaysian organisations have used it and that they have processed more than MYR 30 billion through it, including more than MYR 5.4 billion in 2025. These are the company's own figures.
Billplz builds for one market. Its customers include businesses, charities, schools, zakat bodies and government agencies, and its security page says it complies with the Malaysian Treasury circular PS 2.1 on government payments. Billplz describes itself as part of Qapital, which it calls an operating system for Malaysian SMEs, with two live products: Billplz and Catalog, its tool for payment forms and simple online stores. We could not confirm whether Qapital is a separate parent company or a brand family. In 2021 Hakim said investments from MAVCAP, the Malaysian government venture fund, and 500 Startups helped it grow in 2015. We treat those as investors: we found no evidence that Billplz has been acquired, and no published ownership breakdown.
Every merchant signs Billplz's own user agreement, which appoints Billplz to facilitate its collections and payouts. On the Basic and Standard plans, FPX payments run through Billplz's shared FPX seller ID rather than the merchant's own, the money is held in a clearing account at an acquiring bank Billplz chooses, and Billplz pays it out on its own schedule. For cards, Billplz says Visa has authorised it as a payment facilitator, its terms describe 'Card Acceptance Facilitation Services provided by Billplz to Sub-Merchants', and its help centre says that from 29 August 2026 it processes Visa and Mastercard transactions 'directly', where they were previously processed 'via third-party processors'. That is the facilitator model. Billplz is not itself an acquirer: it does not appear on Bank Negara Malaysia's list of registered non-bank merchant acquirers, which we checked in October 2026, and its terms say card payments go through acquiring banks it appoints. Cards, e-wallets and instalments each need a separate activation, the user agreement places instalment and BNPL methods under the relevant partner's merchant agreement, and Enterprise customers can use their own FPX seller ID from a bank, where Billplz works more like a gateway.
Billplz publishes its full rate card in Malaysian ringgit. As of October 2026 there are three plans: Basic, which is free and the default; Standard, at MYR 999 a year; and Enterprise, priced in an offer letter. All paid plans are billed annually.
The flat FPX fee is the main attraction. A MYR 500 FPX payment costs MYR 1.25 on Basic, 0.25% of the payment, while the same payment by local card costs MYR 9.00. On a MYR 20 payment, the flat fee is 6.25%. Standard pays for itself at about 2,000 consumer FPX payments a year. FPX fees are taken from a prepaid Billplz Credit balance, so the full payment is paid out, while card and e-wallet fees are deducted from each payment. If your credit runs out, Billplz tops it up from that day's FPX collections, rounded up to the next MYR 100. The user agreement also sets a one-off, non-refundable MYR 50 activation fee for Visa and Mastercard and for DuitNow QR. The pricing page lists no activation fee, and the help centre says only that no annual activation fee is charged on cards, so ask Billplz whether the one-off fee applies before you apply. We found no published chargeback fee, statement fee or PCI fee.
You create collections in the dashboard and take payments through bills sent by email, payment links, a hosted payment page, the API or a plugin. Billplz says it offers more than 30 plugins, including WooCommerce, Shopify and EasyStore. FPX is switched on by default; cards, e-wallets and instalments need a separate activation. Payment Order lets you send real-time DuitNow transfers to many bank accounts from a prefunded limit, which is also how you refund FPX payments, since FPX cannot be reversed. Split Rule divides each payment between several accounts. There are no terminals or in-person payments. Billplz says it is PCI DSS Level 1 certified and a certified PayNet system integrator.
Sign-up is restricted. Only organisations registered with the Companies Commission of Malaysia, including sole proprietors and partnerships, or the Registrar of Societies, and Malaysian government entities, with a bank account in the organisation's name, can open an account. Individuals cannot. Authorised users are verified through CTOS eKYC, and the bank account cannot be edited once verified; to move banks you open a new organisation account. After identity and bank verification you can collect by FPX. Cards and e-wallets need a separate business (KYB) application: registration documents, directors' IDs and a bank statement header for both, plus a premises video, photos, proof of address and a product URL for cards. Billplz runs a risk assessment and may decline. Card collections are also subject to a daily collection limit set in your approved profile, which you can ask support to raise.
FPX payments are paid out the next business day, with Friday, Saturday and Sunday collections paid out on Monday. Card payments are paid out two business days after collection, so a Friday card payment is paid on Tuesday and weekend ones on Wednesday. Billplz's help centre says card payouts take longer because of chargeback and fraud risk. E-wallet and DuitNow QR payments settle the next calendar day, including weekends and holidays,. Instalment payments are paid out on Wednesdays and Fridays. Billplz sends payouts by interbank GIRO, and its help centre warns that your bank takes another one to two business days to credit them, so FPX money collected on Monday may reach your account on Wednesday or Thursday. The help centre gives a MYR 1.00 minimum payout, while the user agreement says RM 0.01. Real-time FPX payouts are available only on Enterprise, with your own FPX seller ID from an acquiring bank.
Basic has no contract. Standard is a 365-day plan bought upfront from your credit balance. Its fee is non-refundable, the plan cannot be cancelled, and a downgrade only takes effect when it expires. Auto-renew is optional. You close the account by email, and Billplz can close it on seven days' notice. Unused Billplz Credit is not refunded, even on closure, and the user agreement says paid credit is forfeited each 31 December and reissued on 1 January as free credit. Billplz can change the agreement at any time by publishing it on its website.
The terms are weighted towards Billplz, as is usual for a facilitator. It can suspend, close or limit an account without cause, refuse or withhold payouts it considers risky, and hold your payouts while a complaint, dispute or chargeback is open, offsetting the disputed amount if it cannot recover it any other way. A suspended account is terminated if the problem is not fixed within three days. Billplz's liability is capped at the amount of the merchant's 'monthly Activation Fee' that gave rise to the damage, and the agreement is governed by Malaysian law, with disputes going to the Malaysian courts.
There is very little independent evidence either way. As of 12 October 2026, Billplz's Trustpilot profile is unclaimed and has two reviews, one five-star from 2020 and one one-star from 2019, for a TrustScore of 3.7. A 2023 Lowyat forum thread is a buyer asking whether Billplz was safe to pay through, not a merchant complaint. We could not read Google or Facebook reviews. Billplz is not on Bank Negara Malaysia's financial consumer alert list, and our searches found no lawsuit or regulatory action naming Billplz Sdn Bhd. Its long record, its government and institutional clients and the Visa and PayNet credentials it lists count in its favour, but merchants have little public evidence about support quality or how disputes and account holds are handled in practice. Support is by email to team@billplz.com and through its help centre; we did not find a published phone line.
Billplz suits a registered Malaysian organisation that collects mostly by FPX, especially one with mid-size or large payments such as school fees, donations, subscriptions or invoices, where a flat fee beats a percentage. It also suits anyone who needs to send bulk payouts or refunds by API. Start on Basic, and move to Standard only once you are reliably above about 2,000 consumer FPX payments a year. Look elsewhere if you need in-person payments, sell outside Malaysia, are not a registered company or society, or expect to take large card volumes from your first week, given the separate card approval and the daily card collection limit.

Cross-border and foreign currency transactions
Recurring monthly account fee
Per-incident chargeback dispute fee
Fee for canceling before contract end
Regular deposit schedule to your bank account
Faster deposit option (may have additional fees)
This provider offers month-to-month terms with no long-term commitment.
No contract; Standard is a 12-month plan
Required commitment period
You end the user agreement by emailing Billplz to close your account; Billplz can close it on seven calendar days' notice, or immediately for cause. Any remaining Billplz Credit is not refunded on closure, and fees already deducted are not returned. A Standard plan cannot be cancelled: if you downgrade, it runs until its 365 days are up and then reverts to Basic. Auto-renew is optional and deducts the fee from your credit two days before expiry; it does not renew if your last transaction was more than 30 days before the expiry date. Billplz can change the terms at any time by publishing them on its website. The agreement is governed by Malaysian law, with disputes going to the Malaysian courts.

As of October 2026, Billplz's pricing page lists two published plans. Basic is free: FPX costs MYR 1.25 per consumer payment and MYR 3.00 per business-account payment, local Visa and Mastercard payments cost 1.8%, and foreign cards cost 3.8% if you turn them on. Standard costs MYR 999 a year and lowers those to MYR 0.75, MYR 2.00, 1.5% and 3.5%. E-wallets cost 1.5% and Atome instalments 6% on both plans. The pricing page does not mention tax, but Billplz's help centre says 8% SST is added to the plan fee and to transaction fees, and the user agreement says all fees exclude tax. Enterprise pricing is custom.
