Paytm Payment Gateway is the online payments business of Paytm Payments Services Limited (PPSL), a wholly owned subsidiary of One 97 Communications, the listed company behind the Paytm brand. It lets Indian businesses take UPI, cards, net banking, EMI and wallet payments on a website or app, and settles in rupees to an Indian bank account, by default the next day. As of October 2026 the standard plan is 1.99% per transaction with 18% GST on top, no setup fee, and custom pricing for large businesses. PPSL is a Reserve Bank of India-authorised Payment Aggregator: it signs the merchant, pools customer funds in an escrow account and settles them, which makes it a payment facilitator rather than a bare gateway. That authorisation came late. The RBI turned down PPSL's first application in November 2022 and barred it from onboarding new online merchants. The bar was lifted with in-principle approval in August 2025, and the full certificate followed on 26 November 2025. Offline and cross-border authorisations were added on 17 December 2025. The RBI action that closed Paytm Payments Bank, which ended in the cancellation of its banking licence on 24 April 2026, concerned a separate group company and not PPSL. The product is broad and built for scale. The published merchant terms, however, list fees that are hard to reconcile with the one-line pricing page, and they favour Paytm on fee changes, withheld settlements and liability.

Tell them what you need. This goes to Paytm Payment Gateway only.
Indian businesses selling online, from startups to large brands, that want UPI, all major cards, net banking, EMI and subscriptions from one integration with next-day or faster settlement, and that are big enough to negotiate an enterprise rate in writing.
The take
B-Paytm Payment Gateway is a capable, full-featured Indian gateway backed by one of the country's largest payments groups, and since November 2025 it is fully RBI-authorised to sign new online merchants. The 1.99% + GST standard rate is simple to quote and there is no setup fee. We hold the grade at B- because the published merchant terms describe the price differently from the pricing page: a separate MDR schedule sits alongside a 1.99% 'VAS' fee, which suggests card payments may cost more than 1.99%. The terms also let PPSL change fees on five days' notice, or from the date a bank or network changes its charges, even retrospectively, and keep settlement money for at least 180 days after you leave. The group's regulatory record, although it mostly belongs to the now-closed payments bank, is a real consideration.
Take mostly small UPI or RuPay debit payments and want them free of charge, need a clear per-instrument price sheet before you sign, sell anything on Paytm's prohibited list (including gambling, online pharmacy and adult content), or are not an Indian business settling to an Indian bank account.
The headline take, the audiences it's right (and wrong) for, and the genuine differentiators behind the verdict.

Scale and breadth from one group: PPSL now holds RBI Payment Aggregator authorisation for online, offline and cross-border payments, so the same company can take a merchant's website, app, QR code and card-machine payments, with bank offers and no-cost EMI at checkout and several settlement options, from T+1 batches to on-demand and real-time payouts.
Real-world cost at three volumes, plus the rates, fees, payouts, and contract terms that drive them.
Estimated annual cost at three realistic processing volumes, using Paytm Payment Gateway’s published online rate plus monthly fees. Real costs vary with average transaction size, chargeback rate, and any negotiated terms.
Paytm Payment Gateway is the online payment acceptance business of Paytm Payments Services Limited (PPSL). PPSL was incorporated in New Delhi on 10 October 2020, according to company-registry listings, and its company registration number carries that year. The gateway business itself is older: it was run by One 97 before being moved into PPSL. PPSL is a wholly owned subsidiary of One 97 Communications Limited, the listed company that owns the Paytm brand. According to press reports at the time, One 97 proposed in December 2020 to move its payment aggregation business into PPSL to meet the RBI's payment aggregator rules. In October 2025 its board also approved transferring the offline merchant business (QR codes, Soundbox and card machines) to PPSL, after the RBI's Master Directions on Payment Aggregators of 15 September 2025, so that the group's online and offline merchant payments sit in one regulated company. PPSL's about page says it is headquartered in Noida and lists Vijay Shekhar Sharma as its Managing Director and CEO. Its registered office is at Nehru Place, New Delhi.
The scale belongs to the group rather than to PPSL alone. One 97's Q1 FY2027 earnings release (20 July 2026) reported merchant GMV of ₹7.1 lakh crore for the June 2026 quarter, up 31% year on year, and 1.57 crore merchants on device subscription plans. The release said its online merchant business was gaining momentum after it received the online payment aggregator licence. Paytm's own site claims capacity of more than 10,000 transactions a second and more than 600 million transactions processed a month. We have not seen independent figures for either.
PPSL is not just a gateway passing card data to a bank you contract with yourself. It holds a Reserve Bank of India Certificate of Authorisation as a Payment Aggregator, it is the counterparty to the merchant terms, and it onboards the merchant, pools customer funds in an escrow account it controls, deducts its fees and settles the balance to you. Acquiring banks and card networks sit behind it as 'Facility Providers'. That is the payment facilitator model in this site's taxonomy. PPSL is not a merchant of record, because the sale and the customer relationship stay with you.
The headline is simple, but the documents do not quite agree. The pricing page shows one figure, 1.99%. The binding terms show a 1.99% VAS fee and an MDR schedule, and they define Paytm's fees to include MDR, convenience fees, VAS fees and platform fees. They do not say in plain words whether the MDR is added to the 1.99%. They also define 'Platform Fees' as a fee PPSL levies on customers, not merchants, which does not match the pricing page's use of the term. Read literally, a credit card payment would cost 0.51% + 1.99%, about 2.5%, before GST. On a ₹1,00,000 month taken entirely by UPI, the 1.99% fee is ₹1,990, and GST at 18% adds ₹358, for about ₹2,348. The same month on credit cards would cost about ₹2,950 if the MDR does stack. Any business with meaningful volume should negotiate an enterprise rate and get the all-in rate for each instrument in writing.
UPI and RuPay debit payments currently carry zero MDR under Indian rules, and Paytm's terms list them at 0.00% MDR 'due to regulatory guidelines'. That does not make them free with Paytm. The standard plan's 1.99% applies to every transaction. On 15 September 2026 the Ministry of Finance announced a new UPI framework: merchant payments up to ₹2,000 and small merchants receiving up to ₹1 lakh a month through UPI QR codes stay free, while a 0.4% MDR applies to other merchant payments above ₹2,000, capped at ₹300 per transaction from ₹75,000, with a flat ₹5 in sectors such as railways, telecoms, insurance and fuel. It had been due to take effect on 15 October 2026, according to press reports. On 13 October NPCI's UPI steering committee deferred it to 'immediately post Diwali at a date to be notified separately', so as of 18 October 2026 it is not in force. Paytm's terms let it vary fees when regulatory or bank costs change, so check how your plan will treat UPI once the new MDR starts.
Sign-up is online, and Paytm says onboarding is fully digital for eligible businesses. You complete KYC and website compliance checks and must provide a GST registration certificate before activation. Paytm sets each merchant's monthly transaction limit from its line of business, documents and website readiness. Integration is through APIs and SDKs, a JavaScript or custom checkout, or plugins for Shopify, WooCommerce and Magento. Customers can pay by UPI intent or collect, Visa, Mastercard, American Express, RuPay and Diners cards, net banking from more than 50 banks, EMI and wallets. International cards are enabled after approval and depend on Paytm's partner banks.
Paytm lists next-day (T+1) settlement as its default, and the merchant terms commit to settling within T+2 business days in line with RBI rules. Same-day, on-demand and real-time settlement are offered, as are split settlements for marketplaces. Settlement is net of fees, GST, refunds, chargebacks and any penalties. You must raise any dispute about a daily settlement report within five working days, or the report becomes final. PPSL can suspend or withhold settlement while it investigates transactions it suspects are fraudulent, high-risk or disputed. If it has already paid out on such a transaction, it can claim the money back, and you must pay any shortfall within two days. Chargebacks are debited upfront, and you have four calendar days to submit evidence. Paytm's fees on the original payment are never refunded. If chargebacks pass 1% of a month's transaction value, PPSL can require a bank guarantee or deposit of twice your highest daily volume in the previous six months.
The online merchant terms are an electronic agreement accepted at sign-up. They set no minimum term and no early-termination fee, and they include no clause on how a merchant gives notice to leave. They are one-sided in Paytm's favour in several ways. Fees can change on five days' notice, or from the date a bank or network changes its charges, 'whether retrospective or prospective'. If you object to an amendment you must say so within five days, but that only opens a discussion: the change applies unless PPSL agrees otherwise in writing. PPSL can assign the agreement to any group company. Its liability is capped at the previous month's fees, while you indemnify PPSL, its banks and NPCI. After termination, PPSL may withhold settlement money for at least 180 days. PPSL's website terms add a ₹5,000 liability cap and a clause asking users to raise any grievance with Paytm's grievance officer and allow at least 15 days before posting negative feedback, or face a claim for damages. Disputes go to arbitration in New Delhi under Indian law.
PPSL's own regulatory history centres on its licence. On 25 November 2022 the RBI declined its payment aggregator application and barred it from onboarding new online merchants. Press reports said the RBI wanted One 97 to obtain government approval under Press Note 3, India's rule on investment from neighbouring countries, for its earlier investment in PPSL. PPSL could keep serving existing merchants. The Ministry of Finance approved One 97's investment in PPSL by a letter of 27 August 2024, and PPSL then reapplied (press reports put the resubmission in August or September 2024). It received in-principle authorisation on 12 August 2025, when the onboarding restriction was withdrawn. The full Certificate of Authorisation followed on 26 November 2025, and offline and cross-border authorisations on 17 December 2025. One 97's July 2026 earnings release says PPSL has also applied for a wallet licence.
Most of Paytm's widely reported regulatory trouble belongs to a different company, Paytm Payments Bank Limited, and is context here rather than a finding against PPSL. The RBI stopped the bank onboarding new customers in March 2022. On 31 January 2024 it barred the bank from taking further deposits and credits (from 15 March 2024, after a later extension), and ordered the nodal accounts that One 97 and PPSL kept at the bank to be closed by 29 February 2024, with pipeline transactions settled by 15 March 2024. That forced merchant settlement onto other banks. The RBI cancelled the bank's licence on 24 April 2026, citing among other things that its affairs were conducted in a manner detrimental to depositors. We found no lawsuit, penalty or enforcement order naming PPSL other than the 2022 onboarding restriction. Paytm Payment Gateway has no reviews on Trustpilot. As of October 2026 the Paytm consumer brand scores 1.3 from 171 reviews there, but those are consumer complaints about the app, not merchant reviews of the gateway.
Paytm Payment Gateway suits an Indian online business that wants every common payment method, a familiar Paytm checkout, subscriptions and fast settlement from one large, now fully licensed provider, and that has the volume to negotiate. A small seller taking mostly UPI should check the effective cost carefully, because 1.99% + GST on UPI is a real cost on payments that carry no MDR. Before you integrate, get written confirmation of the all-in rate for each payment instrument, whether the annual maintenance charge returns after the first year, the price of faster settlement, and how withheld funds are released when you leave. Paytm does not take gambling, online pharmacy, adult or similar merchants, so it is not an option for high-risk verticals.
Card-not-present, e-commerce, and online payments
Cross-border and foreign currency transactions
Recurring monthly account fee
Per-incident chargeback dispute fee
Regular deposit schedule to your bank account
Faster deposit option (may have additional fees)
No minimum term in published terms
Required commitment period
The published online merchant terms set no minimum term, no notice period for leaving and no early-termination fee. PPSL's website terms say a merchant who does not accept revised rates may stop using the service, and that PPSL may suspend or terminate an account at its sole discretion without notice. On termination PPSL may withhold settlement money for at least 180 days to cover chargebacks. Fee changes take effect five days after notice, or from the date a bank or network changes its charges, whether retrospective or prospective. Disputes go to arbitration in New Delhi under Indian law.

By letter CO.DPSS.AUTH.No.S1401/02.27.004/2022-23 of 25 November 2022, the Reserve Bank of India declined Paytm Payments Services Limited's (PPSL) application to operate as a payment aggregator and barred it from onboarding new online merchants. Press reports at the time said the RBI asked One 97 Communications to seek government approval under Press Note 3 for its past downstream investment in PPSL. Existing merchants could continue to be served. PPSL reapplied after the Ministry of Finance approved the investment on 27 August 2024. The RBI withdrew the restriction when it granted in-principle authorisation on 12 August 2025, and issued Certificate of Authorisation No. 258/2025 on 26 November 2025.
As of October 2026, Paytm's pricing page lists a standard plan of 1.99% per transaction, described as platform fees and 'Applicable on all transactions', with 18% GST charged on top, so the fee costs about 2.35% including tax. There is no setup fee, and large businesses can ask for a custom enterprise plan. The online merchant terms (Annexure A) set the fees out differently: a 1.99% VAS fee on every completed transaction, plus a separate MDR of 0.51% on credit, corporate, prepaid and American Express cards, 1.00% on international cards, 0.30% on RuPay credit cards and credit lines on UPI, and 0% on UPI, debit cards and net banking. The terms do not say in plain words whether the MDR is added to the VAS fee. Read literally, a credit card payment would cost about 2.5% before GST. Ask Paytm for the all-in rate for each instrument in writing before you integrate.
